Was the Blair Witch project in the last ten years? I watched it on video in eighth grade and it scared the shit out of me.
Scary in terms of atmosphere and the experience being scary, not the kind of scary movie that follows you around for two days and makes you sleep with the lights on, but with regards to the former:
The Devil's Rejects
Hills Have Eyes
Signs (eerie may be the word...either way, it's good, it works)
28 Days Later
TCM
Red Dragon has its moments, as does The Ring or Rob Zombie's Halloween
I know I"m missing a few, you could probably get another ten or fifteen good ones if you sit down and go through an archive or something.
If you want something that you'll be safe with in terms of it being scary, you'll either have to stick with foreign horror or movies from the eightes
or, a pretty good alternative; dropping the sarcasm and keeping an open mind.
