More details would help, but unless he's referring specifically to some form of aerial device (for which, $500 sounds like an insufficient budget), I have a hard time seeing how something robotic would be of a great deal of value.

Seems to me, a good old fashioned truck bomb or using E. coli, etc. to contaminate a meat or dairy supplier would be much more effective.
