Has this happened to anyone else?

Yup, happened to me a couple times. Really annoying when they put strong ass tape on the covers. Especially sucks if it's a movie you really like.

I had the same problem only mine happened around the Bar Code on the back. Such a bright idea for whoever sealed the DVDs like that. Normally, they're supposed to go on the outside of the box covers.
*EDIT*
On another note. I see that you have number 09707. Mine is 09503, which is pretty close.

Had that problem with a few of the '07s "8 films to die for" with the stricker bar code tearing the slip over cover while trying to remove it to reach the real DvD case wrapping.

Happens to me quite a bit. Most of the time, it usually stretches the plastic covering when I try to pull it off and makes the top part of the plastic looks like shit. And then I also get it with barcodes at times, and it just leaves a bunch of crap all over the case and if I try to peel it off anymore, my nail ends up ripping through the plastic  .
On another note, it happens to me with books too. A lot of the time, I'll buy a book, I think they mostly do this in mangas, and there will be one of those thin cardboard-like squares stuck to one of the pages. I get pretty annoyed by that for some reason, so I'll try to peel it off. One of my books has half the page ripped because of it, and my others just have the two pages stuck together because of the sticky residue.

It happened to mine too, not nearly as bad though.
