Anyway the norm would be S. King there's no denying his books are great, havent read one I didn't like.
Jack Ketchum is good.
I'm a huge fan of H.P. Lovecrafts short stories
There's lots of good stuff out there, I'm not a big "reader" only like 2 or 3 books a year so maybe someone else would have more insight.

Not sure about what the 'scariest' book is, but Stephen King and H.P. Lovecraft have some pretty good creepy stuff out there

Check out "Haunted" by Chuck Palahniuk. Talk about a freakshow.
It's got to be the most disturbing book I've ever read. Bought it, read it twice, then gave it to my brother, who got two chapters into it then gave it back, saying he couldn't stomach it.
It's the kind of book that can stay with you, not easily forgotten.

Haunted was good haha, but more gross than scary.
