It is assumed that there was only one killer in the original F13, Mrs. Voorhess. But she couldn't be in 2 places at once. How could she kill Kevin Beacon then slip into the outhouse vice versa how could she kill the girl in the ouhouse then slip into the cabin? So in theory Jason was in F13.
In theory, people usually die when you shoot/stab/dismember/cremate/explode them. So Jason isn't real, just a figment of the counselor's imagination.
The F-13 flicks are not ones people should look into for continuity (sp?) issues.

She killed Kevin Bacon first, then went to the Bathroom cabin and dispatched the girl. There was always a possibility that time passed in between the killings.
