As-is, you more or less expect Bacon's character to just up his douchosity and so the film doesn't elevate itself from a basic, expensive, Hollywood monster movie. The controversy over the rape scenes and gore cast too long a shadow over this film before it was even released and so the version people saw was compromised.
The other thing that bugged me was how flat and bright and fake everything looked. Cinematography was hit-or-miss with Verhoeven and this is in the miss category, like Starship Troopers and Total Recall where he and his DP and production designer completely fail to give any sense of legitimacy or location feel to a film shot almost entirely on sets. It's too bad he couldn't have convinced Jan De Bont, who shot the slick neo-noir Basic Instinct for Verhoeven, to come back and give this thing some flavor.
