Blood is in horror movies because to a lot of people, it's a horrifying sight. I mean, it's never a good thing to bleed, so it's a natural fear filmmakers in the genre play on.

People bleed when they die violently.
Personally, horror needs intensity. It can either come in theme, in visuals, or preferably both.
Night of the Living Dead was mentioned as a non-bloody film, but I promise the movie would not have been the same without shows of blood and gore. The intensity of the theme carried the narrative. The undead hive mind eating raw human flesh was the climax, and drove home how thoroughly frightening the repercussions could be.
Imagine those walking dead eating the barks off of the nearby trees instead.
Too much can be silly. Too little can give you the impression that the producers were either stupid or too scared of their own creation.
If someone is attacked or dies violently then blood is the tool used to complete the story.

do horror movies need to be bloody? it depends....personally, i like tons of gore, blood and violence. but as mentioned, there's plenty of movies that aren't so bloody and managed to pull that off.. plus it's a matter of opinion to whatever the hell floats your boat.
not to mention, there are one too many movies that are so lame, they use ridiculous amounts of gore to make up for the crappy script/plot/acting/movie entirely

Blood/gore? Same catagory as nudity/sex.
Well used or moves the story along, yes.
Pointless, unnecessary scenes to fill in dead-air time, no.
Right tool for the job. Unnecessary blood/gore is like a hammer on a screw. It will get you through the job, but there are so many better ways to get the job done.
