I've been trying to figure this one out for awhile and its been bugging the hell out of me. I saw it on TV almost 10 years ago, and all I can really remember is that it seemed to be a spoof of slasher films, almost like the first scream movie. I distinctly remember one scene where the killer is looking for a weapon and theres a gun, knife, and a rope(I think) and hes moving his hand back forth over them trying to pick, then he reaches down and picks up a paper clip from the table and unfolds it. He then uses said paper clip to stab someone to death. I also remember something about a parade at the end of the movie.
