What Foreign? It just depends mostly on the cast, production, and spoken language. Sometimes it's hard to determine if it's a mixed production like this movie.

Just finished the flick -- surprisingly decent and fairly entertaining. The fighting could've been longer or better in certain scenes, but I enjoyed it for the most part. Nothing amazing, but better than the POS Dead or Alive and Street Fighter films. Worth a rent or a download 6/10

It did, but the world in the film is a fictional post-apocalyptic-type setting run by corporations, so fitting in that world wasn't a problem.
