Kinda sounds like Death Walks on High Heels.

Definitely sounds like i've seen it, but then i've seen so many gialli

Is it "DEATH CAR ON THE FREEWAY" or "Death Steps in the Dark"?

I'd check on Death Steps in the dark as it's been on my PC for over a year, but it died yesterday
It's definitely neither "Death Car" (no cars, here. I think the psycho kills a person in the street with a surgical implement while riding a Vespa, though), nor "Death Steps". "Steps" takes place on a train and the although the protagonist is a journalist, he a male.
Most of the action (I think 75 minutes worth), takes place in this beautiful apartment on the top floor. What makes it so unusual is that the place is clean, not gloomy and seems like a place your mother would live in. The windows aren't covered up, either.
The killer is very, very psychotic, and yet the ending reveals a purpose.
It might have come out in the early 80s.
I think it was fairly popular.

The biggest problem is all these movies have forgettable titles.

You know, it really is a good one. I've freed some time up and I was hoping to get a copy and watch it from the beginning- that is if I can figure out what the heck it is.

"The Devil Has Seven Faces" isn't a Giallo, and it's from 1971, which is too early. I remember being surprised that it wasn't Argento.

The Case of the Bloody Iris takes place in a building, but doesn't match the description you gave

I haven't seen this but i've been meaning too, ould it be The House with the Yellow Carpet http://www.imdb.com/title/tt0087430/

Here is a list of over 140 Gialli from the 60's-80's
