Poisoned Water Creating Psychos and Claustrophobic Sci-Fi Flick?

This is an old 80's or early 90's thriller film about the water system of a town being contaminated somehow and turning the people into mad killers. One scene that I remember clearly is of the main characters, two survivor, a guy and a woman with short black hair are at the water plant both wearing lots of denim. The guy comes to cuddle behind the woman and starts fingering her. I think he does this twice in the movie.

The other one is a sci-fi/thriller flick about a man and woman stuck in a white room with white skintight outfits under some kind of virtual reality glasses and recliner. It's probably also a late 80's/early 90's film and not THX1138. I remember the film had a claustrophobic feeling because it was filmed mostly in this room and in their virtual environments.

Was thinking the original "The Crazies" as well... as for the other, not sure about it either, but the movie Mindwarp comes to mind...

I saw the 2010 version of The Crazies, good movie but that wasn't it and judging by the screenshots of the 1973 original version that isn't it either. A little too old. This was definitely an 80's-90's film and involved a scene of a water treatment plant that I believe the main characters were squatting at. O well, thanks for trying.
