Crazy Old Folks Home from the early 80's

Pretty much exactly as the title says. I've never actually seen it. It used to play heavily on HBO way back in the early 80's.
I believe the premise was the old folks home was shutting down and they were trying to defend it. Cannot remember the title.
I remember someone telling me it wasn't gory like Friday the 13th but had one scene where someone gets covered in cement and has his foot cut off by a blind old person...
